Anything on the ground, no matter how far away from the stormwater drainage system, eventually ends up in a nearby waterway. Waste can enter bodies of water directly, but can also enter bodies of water indirectly through storm drains, manholes, and grass ditches because all of these convey runoff to the closest body of water.
